The abdominal vacuum is very simple: suck in your stomach. Do this just like you would when trying to do the top button on your pants. Make sure you tense your abdominal muscles. Anyone who has ever taken a self-defense class or practiced martial arts will be familiar with the technique: suck in your stomach and tense all of your abdominal muscles as if you were expecting an attack in the abdominal area.

Unless you do crunches regularly, these muscles are likely severely neglected. Pulling in your stomach activates these muscles and gently exercises them. A positive side effect is that you're also working your lower back, thus preventing pain in this area.
